Can a TS user logon if the licensing server runs out of the TS CALs?

Yes, if your license server runs out of the TS CALs, the license server issues 90-day temporary license tokens to unlicensed clients. That prevents denying service to a TS client and gives you time to purchase any additional required licenses. If the temporary license expires after 90 days without a TS CALs available, the client will be denied to access the TS.
