No ICS available after installing server 2003 SP1

Situation: after installing Windows server 2003, there is ICS on the advanced tab of TCP/IP Properties.

Recommendation: use NAT in RRAS instead of ICS on windows server 2003. If for some reasons, you do want to enable Windows Firewall in the Windows 2003, you may need to disable the RRAS. To do that, right-click on My Computer>Manager>Services and Applications>Services. Disable Routing and Remote Access service.
