Cluster Quorum
Restore Utility (clusrest.exe):
This tool is used in a Windows 2000 cluster after a node has been
restored by using NtBackup, a component of the Windows 2000
operating system. NtBackup leaves the quorum data in a directory on
the node's disk. But NtBackup does not restore the quorum data to
the quorum disk at that time. Restoring the quorum disk requires
that the cluster be stopped and restarted. This may not be necessary
