This is because your VPN server doesn't have DHCP to assign IP so that the the VPN server uses APIPA to provides an address like 169.x.x.x.

Since this connection is point to point, VPN server assigns the same IP to VPN client and client's gateway. Unable to contact a DHCP server - Event ID 20169 Causes: 1. You don't have DHCP server.
